I dont think you will find a free version with import features. Maybe find a free tube theme and then get a csv import plugin.

I don't think there are any free WP tube themes that also include an import feature. But there are several low cost tube themes promoted here on GFY you might want to try, and then use a CSV plugin like the one you mentioned.
