He recently just started blocking certain IP address ranges (not sure which ones exactly) to obfuscate things from his host and site owners (he is marketing to his fellow Chinese users). You may need to try with a proxy or VPN if your IP is blocked.

For your reference, these are the sites with pirated content currently posted under his "European & American" subforum:
