Ok so it is for sharing videos like instagram is for sharing pics? Sounds cool, aside from the fact that you can share videos on sinstagram as well. So what is the point?

These "social sites" are getting out of control and being created just for the sake of being created

Take it easy. I did not know that vine was before instagram. Reason I asked was this: one sports team I follow recently added vine as one of their social profiles while they already had instagram for a long time. I though - they post vids on IG and now they found another site to do the same
