Four Russian Aircraft Intercepted over Black Sea on 29 October 2014

During the afternoon of 29 October, NATO radars detected and tracked four Russian aircraft flying over the Black Sea in international air space, including 2 Tu-95 Bear-H bombers and 2 Su-27 Flanker fighter jets. Fighters from the Turkish Air Force have intercepted the Russian aircraft and NATO is continuing to track them in international airspace. As of 4 p.m. CET the aircraft were still airborne.

During the afternoon of 29 October, NATO radars detected and tracked a number Russian aircraft flying over the Baltic Sea in international airspace, including 2x MiG-31 Foxhound, 2x Su-34 Fullback, 1x Su-27 Flanker and 2x Su-24 Fencer jets. Portuguese F-16 Fighters assigned to the Baltic Air Policing Mission were scrambled in response and the Russian aircraft returned to Russian airspace.

Seven Russian Fighter Jets also Intercepted on 28 October 2014

During the afternoon of 28 October, NATO radars detected and tracked seven Russian combat aircraft flying in international airspace over the Baltic Sea. The aircraft were detected at approximately 2:30 p.m. CET on 28 October and included 2x MiG-31 Foxhound, 2x Su-34 Fullback, 1x Su-27 Flanker and 2x Su-24 Fencer jets.

The Russian aircraft were flying in the Gulf of Finland and were intercepted by German Typhoon fighter jets from NATO?s Baltic Air Policing Mission in order to identify the aircraft and protect Allied air space. The Russian aircraft continued into the Baltic Sea and were subsequently intercepted by Allied fighters from Denmark as well as fighters from Finland and Sweden, which are not members of NATO. The Russian fighters continued to the Kaliningrad Oblast. The Russian aircraft had filed a flight plan with air traffic control authorities, were using transponders, but did not maintain radio contact with civilian air traffic control.

So what exactly are President Vladimir Putin and his generals trying to achieve? They aren't saying, but they appear to have multiple goals, all related:

To remind Europe as a whole (four strategic bombers circled the continent to reach Portugal) that Russia is a major nuclear power willing to use force;

To remind Finland and Sweden in particular (a group of seven Russian jets forced NATO planes to scramble over the Baltic Sea twice) of the weakness of their defenses, and warn those two countries against trying to join NATO or defend the Baltic States;

To show the U.S. that opposing Russian encroachments in Ukraine or any other post-Soviet state wouldn't be worth the risk;

To test NATO defenses and, as part of a major military upgrade, get real world training and flight hours after years of decline.

So yes, a version of the Cold War is returning, but its rules and parameters aren't clear.

A defining aspect of the Cold War was that, for the most part, deterrence kept each side from meddling in the other's sphere: The U.S. and NATO stood by during the uprisings in Hungary in 1956 and Czechoslovakia in 1968. Putin wants a similar kind of tacit agreement with the U.S. now.

He gave an idea of his approach to defending Russian interests in a question-and-answer session with foreign Russia analysts in Sochi last week:

Besides, we had such brilliant politicians as Nikita Khrushchev, who hammered the desk with his shoe at the UN. So Putin may see testing NATO as a form of shoe-banging. The danger of this new Cold War is that there is complete disagreement between Russia on one side and the U.S. and European Union on the other as to the dividing lines are and the rules of the game.

Putin and friends are starting to panic with the sanctions. It's already hurting a lot... Serious economic sanctions coupled the fact that oil prices are also in sharp decline and predicted to decline quite a bit next year is going to be disaster for them. Russia only survived the last decade because of oil prices, if it wasn't for a massive spike in oil prices, they'd still be begging the world for money to survive as they did from 1994 to 2000 or so, to survive.

What Putin is doing right now is a lot of sabre rattling to demand respect and get a weak US President and weak EU leadership to back down, blaming them and their policies for his belligerence as thats really the only card he can play at this point being that Russia has no real leverage or economic influence to speak of in the world.
