Ok,situation is specific. I want to create a paysite with purchased content. In this moment I don't have money to pay VISA and mastercard fees in advance so I am looking for something like CCbill EU. I want to see is making small websites without exclusive content still works.

But, CCbill won't open account if I am not from EU, even not all EU countries can have CC processing. (I ve talked to them).

What are my options if I want to have affiliate partner program.

Without CCBill you are looking at NATS for your affiliate program.
Check out Verotel, too.
