Business USD to Colombian peso real exchange rate (paxum and payoneer)

When receiving payment via Paxum and Payoneer, or any method that involves an ATM in Colombia, what is the ballpark exchange rate you expect?

I am seeing the rate as 2921:1 in google but obviously there are fees and whatnot, A local contact down there is telling me he can only get 1800:1 reliably from an ATM and that sounds ridiculous. Anyone have any experience?

Its about 80 - 150 Pesos less of what you normally see published.
Sample if TRM is 2950 youll be able to withdraw at about 2800.
I withdrew on the 26th at 2761 Pesos

For larger withdrawals, like US$2000 or more are there taxes that are automatically withheld?

The max. xou can withdraw at once is 2,000.000 Pesos, thats about 714 USD.
