I've found purestorm.com and onemodelplace.com pretty effective in finding the talent in the area you're looking for versus dropping an ad on craigslist.

There are a lot of models in Vegas that belong to agencies in LA. Also, LA Direct and OC Modeling has offices in Vegas.
