You don't seem to understand what this is about. This is about you paying for internet access but the ISP then limit your bandwidth or access to sites on the net who don't also pay for you to access.

The internet is the success it is because it's been open and free from limitations set by ISP's. The internet will be pushed into the hands of the mega sites like Facebook, and Google if bandwidth limitations are allowed.

Nope. The FCC has control over throttling, layered services etc. This is where we are now: https://www.fcc.gov/general/open-internet

In a country where companies are forced to compete with each other, competition forces companies to provide a competitive deal. In the US the biggest two providers, have carved up the country and decided not to compete.
