The only thing that makes ISIS an effective fighting force at all is; they do not have any "rules" of engagement and the West does have rules of engagement. If it were not for the rules of engagement inflicted on the Western forces no "terrorist" force would exist for any substantial period of time. They would quickly be obliterated.
