Try reading the article. They are paying Mexico to deport illegals that are in MEXICO, not the US.

We deport them to Mexico on our dime, then pay Mexico roughly $1,1k per person to move them around in their country via plane or bus to other South American countries..

Ie we are paying Mexico to deport people we've already deported like RedFred said.

I thought it was we were arresting illegals in the US, sending them to Mexico, and then paying for Mexico to transport them to their home country. Turns out.... It doesn't that way. If someone is here illegally from Canada, or France, we cannot just drop them off at the Mexican border and say "good luck". Same thing if they are from Brazil or Columbia. Mexico doesn't want them, and surely there is no legal requirement for them to take them.
