warrant was issued Monday for a White Center man who allegedly attacked a 32-year-old woman in her wheelchair two days after he was released from jail for raping her last year.

Francisco Carranza-Ramirez, 35, pleaded guilty in February to third-degree rape and was set to be sentenced to 12 months in jail, with the time he had spent in King County Jail since Sept. 27, 2018 to count toward the sentence, court documents said. The standard range for third-degree rape is 6-12 months.

However, a recommendation from Carranza-Ramirez's attorney helped grant a conditional release for him.

As Carranza-Ramirez had little financial help and no housing in the U.S., his defense said he would move to Mexico with financial aid from his family.

He was released on Thursday and if he had not provided proof he was living in Mexico by June 25, a warrant would be issued for his arrest, documents said. A sexual assault protection order was also issued against him.

Two days after he was released on Sunday, he allegedly violated the protection order by "being within 1,000 feet" of the woman he raped, Sgt. Ryan Abbott of the King County Sheriff's Office said in a news release. The next day, Monday, he allegedly knocked the woman out of a wheelchair, strangled and threatened to kill her. He reportedly fled the scene before deputies arrived.

Carranza-Ramirez first talked to the woman on Sept. 24, 2018. He allegedly approached her, talked to her but then she said she had to pick up her 2-year-old son and go to dinner.

He met the two later at the restaurant where she felt uncomfortable throughout the dinner, probable cause documents said. He offered to give the two a ride home as they lived close and she accepted. When they got home, he walked into the apartment with her with no invitation.

She told police he started touching her, telling her inappropriate and uncomfortable things like "I want to feel you." She said she was scared of him, too scared to do anything when he carried her out of her wheelchair and allegedly raped her in her bedroom, documents said. He left afterward and she said she called 911, but hung up, feeling too scared.

Two days later, he entered her apartment again after walking her and her son back from the mailbox. She said he pushed her wheelchair to the bedroom where he raped her. She told him to stop repeatedly, until she convinced him she had to go to the bathroom. She called 911, but halfway through the call heard him move and put the phone down. The operator reportedly heard the woman saying "stop" and "I'll be quiet."

When deputies arrived, the woman was able to get away from Carranza-Ramirez, and deputies arrested him in the bedroom.

Anyone with information on Carranza-Ramirez's whereabouts was urged to call 911.

No Jail Time For Missouri Man Convicted Of Molesting 11-Year-Old Girl, Giving Her STD!

A Missouri man convicted of molesting an 11-year-old girl will serve no jail time.

TV station KFOR reports Joseph Meili was instead sentenced to five years of probation after he pleaded guilty to third-degree molestation. If he successfully completes probation, there’s a chance the charge could be removed from his criminal record.

Meili reportedly met the girl through the MeetMe app. He told investigators he believed she was 18 and that he had been “catfished.”

But Greene County senior assistant prosecuting attorney Elizabeth Fax told the Huffington Post she didn’t believe that.

To actually see her in person ... he knew and just decided to go along with it,” she said.

After the alleged assault, the girl tested positive for chlamydia, according to KFOR.


On Friday, a judge spared a 22-year-old Missouri man from a four-month prison stint, sentencing him instead to five years of supervised probation for molesting an 11-year-old girl he met through a dating app.

PEOPLE confirms that Joseph Meili, 22, appeared in Greene County Court Friday, where he pleaded guilty to a single count of third-degree child molestation.

In exchange for Meili’s admission of guilt to the 2017 crime, the original charges of child kidnapping, statutory sodomy and statutory rape were dismissed by prosecutors.

Prosecutors’ deal with Meili was agreed upon March.

Meili, of Russellville, will be required to register as a sex offender.

According to Meili’s attorney, Scott Pierson, Judge Calvin Holden opted to sentence Meili to probation instead of the state-recommended prison term of 120 days.

In Missouri, third-degree child molestation is punishable by up to 3 to 10 years behind bars.

“Prosecutors state that the victim and the victim’s family were not opposed to probation here,” Pierson tells PEOPLE. “They did not want the book thrown at him.”

According to the Springfield News-Leader, Meili met the victim through MeetMe, a dating app. The girl was using her mother’s phone when she started exchanging messages with Meili, eventually provided him with her home address.

The paper reports that Meili went to the girl’s house in July 2017, picked her up, and drove her to an apartment in Springfield

The girl was reported missing, and authorities began searching for her in nearby woods.

The victim later returned home, revealing she’d fallen asleep while at the apartment, waking up feeling as though she had been violated.

According to the paper, semen was discovered on the girl’s underwear.

At the time of his arrest, Meili told police he believed the victim was 18, based on the age that was listed on her MeetMe profile.

Pierson said the state had “no evidence” to suggest that his client ever kidnapped the victim. He also says Meili “had no idea how young she was.”

Allissa Jenkins, 27, was arguing with her husband, Bradley Jenkins, 30, in a parking garage after a St. Louis Cardinals game last weekend at Busch Stadium when she filmed him, according to People magazine, which cited a police affidavit.

It continued: "During the recording, you can hear her yell for him to quit punching her face. She eventually drops the camera. Shortly after that, you hear her scream as she falls and you hear the thump of her body hitting the ground."

Bradley Jenkins was charged with domestic assault and was held on a $100,000 bond. Police say that during an interrogation, he told them "several lies."

"He claimed he had never been on the rooftop with her, but the video shows them together on the rooftop right when the video began. He also claimed the argument never got physical, yet on the recording, you hear the argument being physical," the police affidavit said.

They say they are continuing their investigation to "determine whether the defendant should be charged with homicide."

Claiming a mysterious voice told him to "kill meth addicts," and aiming his Chevrolet Impala at the targets he says the voice chose, a 33-year-old man began plowing into "random" pedestrians in a brief, violent rampage Monday in Tennessee that ultimately claimed the lives of a pregnant woman and her toddler son.

William David Phillips was arrested after the fatal crash in Jefferson City, roughly 30 miles east of Knoxville. Two other people were hurt and hospitalized with non-life threatening injuries.

The crash "was an intentional act of violence toward randomly chosen pedestrians," the Jefferson City Police Department said. "Investigators have determined that Phillips did not know the victims."

While a possible motive in the car rammings initially confounded those following the case, details released Wednesday show Phillips confessed to taking part in the deadly spree — but also claimed he was only following the orders of a voice heard only by him.

The first target was a 61-year-old man, who was hit after "a voice told him that he needed to go kill meth addicts so he began driving very fast," the arrest warrant states, according to the Knoxville News Sentinel.

Less than a mile later, he saw two more people — 30-year-old Sierra Cahoon, who was pregnant, and her son, 2-year-old Nolan Cahoon.

"He said the voice told him that the baby stroller had meth in it so he intentionally drove into [the mother and child]...killing them both," the warrant stated. "This act was done with premeditation."

After mowing down the mom and her son, the violence came to a sudden halt when Phillips crashed into an ornamental fish store. That collision injured one person inside the store and smashed several enclosures, killing thousands of fish, the news outlet reported.

Both Cahoons were pronounced dead at the scene.

Phillips was charged with two counts of first-degree murder and one count of attempted first-degree murder. Detectives believe more charges will be filed, including another first-degree murder charge in the death of Cahoon's unborn child.
