PG&E has been operating under Chapter 11 since January 14, 2019, so it's highly unlikely they're paying anyone damages resulting from the intentional blackouts.

Think you might need more than just a switch. Probably need batteries. The power generated by the panels are not consistent so hooking it directly up to your house would probably fry your electronics

This may not be a DIY project. Frying his electronics should be the least of his worries. Incorrect wiring could be lethal or may even burn down his house, without any wildfire. NorCal licensed electricians are probably in high demand right now and have more work than they can handle.
