The data doesn't explain why the disparities exist or why the students were suspended. Education Secretary Arne Duncan and Attorney General Eric Holder were to appear at J.O. Wilson Elementary School Friday in Washington to discuss the data.

Nationally, one million children were served in public preschool programs, with about 60 percent of districts offering preschool during the 2011-2012 school year, according to the data. The data shows nearly 5,000 preschoolers suspended once. At least 2,500 were suspended more than once.

Daniel Losen, director of the Center for Civil Rights Remedies for the Civil Rights Project at UCLA, said the findings are disturbing because the suspended preschoolers aren't likely presenting a danger, such as teenager bringing a gun to school.

"Almost none of these kids are kids that wouldn't be better off with some support from educators," Losen said. "Just kicking them out of school is denying them access to educational opportunity at such a young age. Then, as they come in for kindergarten, they are just that much less prepared."

Losen said it's appropriate to discipline a 4-year-old, but a more appropriate response might be moving them to a different educational setting with additional services.

"Most preschool kids want to be in school," Losen said. "Kids just don't understand why they can't go to school."

Judith Browne Dianis, co-director of the Advancement Project, a think tank that specializes in social issues affecting minority communities, has been advocating against the overly zealous use of suspensions against African American students. Unfortunately, she said it didn't surprise her to hear that even younger black students were being kicked out of school at a high rate.

"I think most people would be shocked that those numbers would be true in preschool, because we think of 4- and 5-years-olds as being innocent," she said. "But we do know that schools are using zero tolerance policies for our youngest also, that while we think our children need a head start, schools are kicking them out instead."

Source Black Teen Tony Robinson Shot Dead by Cop in Madison, Wisconsin
A 19-year-old black man was shot dead Friday during a confrontation with a police officer in Madison, Wisconsin, according to police.

A family spokesman confirmed to NBC affiliate WMTV that the deceased was 19-year-old Tony Robinson, a graduate of Sun Prairie high school.

The shooting took place Friday evening, according to police, and sparked protests including a sit-in at Madison City Hall.

Madison Police Chief Mike Koval said an officer responded to reports of a man walking in traffic and hitting pedestrians, WMTV reported.

Koval said the officer followed the man to a residence, where he attacked the officer. During the confrontation the officer drew his weapon and shot the suspect.

The officer performed CPR on the suspect, who was taken to a hospital but later died. Koval said the Division of Criminal Investigation will lead a probe into the shooting.

More than 100 protesters gathered at the scene of the shooting, according to witnesses and reports, with video showing the crowd chanting: "Who can you trust? Not the police."

"He was a loving and caring young man according to his grandmother," family spokesman Michael Johnson said on Facebook.

Johnson said Robinson wanted a business degree and that he was about to attend the Milwaukee Area Technical College.

Police are expected to release more details about the incident Saturday morning.

Central West End of New Bedford Mass is mostly Cape Verdeans. They range from tanned to dark skinned. I was close with a girl who lived there. She brought me to many family gatherings We’d talk about race and the race riots in ‘69 before I was born.

They felt safe except near the projects near downtown. Twenty years ago my nail technician lost one son to gun violence, unsolved, yet for $500 sh3 bought the gun that killed him.

Folks in that project hate it. I had a housekeeper from there and the horrors they saw and heard were horrendous. Her kids moved at eighteen for a safer life. She’d never go out at night and open windows had seating on the sides only.

Now the project there is mixed. No neighborhood is 100% safe. Ask the folks in Beverly Hills about recent thefts
