If El Salvador wants to truly be rich, it should set aside an area that has the following

1) 100% tax free
2) no minimum wage
3) no tariffs
4) minimal regulation
5) private everything except courts, military, and police
6) open migration for entrepreneurs

Tons of jobs, tons of revenue for the government, rise of local services and businesses

You mean Golden Visa, also the same here in Greece, Cyprus, etc. It is for people from China or Eastern countries who want to do biz in Europe, they invest 500k and take a Golden Visa to have access more easy in E.E for biz.
