Do you think these PC Specs are fast? How much is it worth?

Hey, just wondering what you guys think this type of computer would be worth with the following specs... also, by the specs, you think its fast?

Intel Pentium 4 3.06 Ghz, 533FSB with HT Technology
Corsair Extreme Memory Speed 1GB DDR PC-3200
Western Digital Raptor 36.7GB 10,000RPM SATA Hard Drive
Western Digital 200GB 7200 RPM Hard Drive
ASUS SiS 655FX Motherboard W/onboard 6 channel audio
ATi Radeon 9800XT 256mb RAM
48x CD-RW

My brother is thinking about buying that system from a pc store here where we live... they retail it for $2800. is that a good price and is it a good deal? I told him to build his own PC for half that cost but he is a stubborn mo-fo.

Oh it comes with a 17" monitor and i think 200-watt speakers too

Depends on what you're using it for, if it's just for surfing, email etc. You can even get by with a 1ghz system.

Paying for top of the line technology just means you end up paying more for obsolesence
