I know of one better than both Server Matrix and Rackshack.

1And1.com

They are simarlaly well funded and experienced. You can get a managed server with 500gb traffic for only $59... upgrade that to a Pentium w/ hyperthreading for $50 more. Domains are only $5.99 as well.
