Simple, basic ad serving and tracking software?

I'm looking for a fairly straight forward ad tracking and serving software. Nothing outrageous. I'd it to like it to be written in perl, use no server side includes, and call the ads from a flat file.

I'd like it to track clicks and I'd like to be able to use ads of multiple sizes and formats, I need to rotate ads throughout mulitple spaces and server some at higher percentages than others and I'd like another beer.

I'm not opposed to paying a bit of money, but I was hoping maybe one of you had a solution you're currently using and might wanna hook a brotha up.

Additionally, if you have experience with various products out there good or bad I like to hear that too...

I have used phpadsnew in the past and I agree its in depth and a great solution overall, but the time investment is a bit more than we can budget currently...

I forgot who wrote it, but there was a script called advertise with pleasure - the free version was pretty complete had zones, tracking stats, etc. I used it before switching to phpAdsnew w/ no hitches.
