Somebody told me once that the "covers" on the top picture are designed to limit the light in bright day light and not reflect light back. I don't know if it's true though.

Not true. Those are lenscaps designed to protect the lenses from scratches when the binoculars are not in use. They're rubber, look closely at the straps on the bottom.
