looks like a custom job to me - the comments part is just a blog, there are a bunch of blog scripts out. it could be some PHPNuke type portal script running it that's been customized. if nobody here helps u go to Scriptlance or Elance and post the job with a link to that site as what you want.
that site kicks ass, i think she's kinda disgusting but the girl is putting a tremendous amount of work into that site, tons of content of all types - i like how you can see all the content on the free side of the site, all the thumbnails and screencaps but to see the actual pics and movies u have to join.
