Not really, I'm sure it costs the state money to do it. Makes sense that the people challenging the result have to pay, good to see they were able to raise the money so fast.

Concessions are not legally binding.

If you recall, Gore retracted his concession in 2000 when Florida got close.

Doesn't matter because the electoral college doesn't vote until Dec 13. And if a recount says Kerry won I'm sure he'll take away that concession. Show me ANYWHERE in the constitution where a concession is required or binding.

No, that's completely wrong. Concessions don't mean anything if the vote count was wrong or fraudulent. Kerry had always planned on conceding if there were any problems, and then fighting it out later. If he hadn't, he would have been destroyed by the media for somehow "putting the troops at risk" and all kinds of bullshit.
