If I'm not mistaken, I believe networks are allowed to use most profanity within context, but choose not to because of sponsor "moral" issues. I'm not sure though.

I do know Comedy Central is part of a premium package for cable/sattelite and not included in basic service, so that might be why also.

Comedy Central shows this programming after 11 pm on the west coast (Pacific Time Zone)....mighty late in ETZ. Anything after this time period is not too scrutinized (within standard reasoning naturally?so they aint gonna show porn) since they believe that all children are in bed by then.

They can threaten all they want but they do not have the authority to do it unless new laws are passed. The FCC is not allowed to regulate cable TV.

The FCC only has the authority to regulate the public airwaves. That's only the old networks like ABC, NBC, CBS, etc - stuff anyone can get for free over an antenna. Those channels (and radio) operate on limited available frequencies and permission to broadcast is granted by the government. That's why they must comply with government rules or risk having their license taken away. Cable TV enters your home via privately owned underground networks, and therefore is not subject to regulation. The only censorship on any cable channel (like Comedy Central) is voluntary self-censhorhip so as not to offend advertisers or get dropped from the private providers packages (Comcast, COX, etc) There is no legal difference between Comedy Central and HBO.
