could my computers clock being 3 to 13 minutes out have anything to do with my posts jumping from around by 2 to 3 spots, it has been doing this since I got this new computer.
And if it could be that how do I fix it?

I don't see how your computer's clock would affect the posts. Those are based on the server's time rather than your time.

Nah, when a lot of people post at once that happens. Not anything to do with your computer.

taht certainly has nothing to do with your computer... teh problem is with the GFY DB...I dont know why this happens but it has been happerning since they upgraded to the new version of vbulletin...
