They may force you to comply... orders will come from their processor.

Could be one of 2 scenarios.

1.) non-compliant websites won't be listed on the link-list
2.) non-compliant websites won't be able to process new joins at all

Will AVS programs require their non-US webmastersto to follow 2257... ?
THe webmaster technically own the AVS site.. but then again.. the AVS programs are the ones getting paid for the signups... They then give you an "affiliate" payment... Just wondering if they are responsible for your content in some ways...

Im thinking.. AVS programs giving a percentage can be compared to a 3rd party processor like CCBill.. Never mind the link list.. You can even make the case that other type of AVS can be compared to 3rd party processors.. Not a lawyer though..

This is where it gets tricky, with the changes in the Visa regs many AVS's tried their best to make it look like all the sites were 'galleries' on their own domains. A situation is feasible that the DOJ could view the AVS's as 'publishing' all of their affiliate sites and therefore responsible for the content.
