7:32 P.M. - N.O. Mayor Ray Nagin declares Martial law in the city and directs the city's 1,500-person police force to do "whatever it takes" to gain back control of the city. He will also enlist the aid of troops.

As much as gangs roaming the streets and looting is a tragedy waiting to happen, they still have so many people homeless without food or water and slowly running out of hope. I'm sure more than a few that still need urgent medical assistance.

A military presence here and there, fine, but finding and moving people should still be the top priority right now.

I think it was the NOLa mayor that first used the term.

If its not on state books, could it not be declared by the federal govt.?

I agree but be realistic: New Orleans is under a lot of water, parts are inaccessible. There are thousands of people that need to be rescued. How would you like to spend 5 days on your roof in sweltering heat, no water, sanitation, etc. only to find out that you weren't rescued because the cops and army boys were too busy catching punks looting Sport Chek?
