MSN says on their submit page "no redirects", so I guess manually submitting there could be "cheating".

is google the net police. theres no such thing as cheaters on google. theres just irrelevent sites that google lists for whatever reason, unless you manually asked for google to list you. easy i put up a mainstream site with a hidden link for the hotel owner to check his personal pictures he uploaded. google spidered it put the images in its database hotlinked them ( huge pics ) , caused several hundred dollars in bandwidth as they showed up for completely irrelevent and high ranking searches based on its idiotic algroithm .
