Sorry for the hacky Excel approach but:

Fill column A with the original file name.
Fill column B with unique new names.
Fill column C with: ="copy " & a1 & " " & b1
"Edit -> Fill down" on column c.

copy column C into a text file in the directory where the source file lives and name it "rename.bat" -- double click it.

Is that what you wanted ?

chamelion submitter has a feature like that if you are working with html files
if you are not renaming html files try changing the extension to html of whatever file type you are working with, then change it back after you duplicate with a find and replace script.

if you are working with movies (p2p stuff) and want to rename a bunch of movies this will work for you: http://vidlock.blogspot.com/
