I need some video software which can have two videos on top of eachother where I can draw out a mask of what it must show from video one, and what from video 2 ...

Example :
I shoot two sequences of a guy who first will be in one side of a room and then in the other site of the room .. then I need the video to show him being in both sites of the room at the same time...

Not just split screen .. it must be real drawable masking

Anyone?

Premiere supports that, and I'm pretty sure Final Cut does as well.

wouldn't it be easier to cut the guy out of the second image and then layer him on the first

Not sure what you are trying to actually do, but compositing (merging two or more different shots together), is tricky, so it might be better to use two different cameras, or else plan for two or more different angles in pre-production, and then jump cut, or cross-dissolve, the edits in post-production.
