it is a sketch from a belgian comedy show with actors . .. ..

Actually that show is Belgian, not Dutch. They are talking about sexual relations with a handicapped person but the interviewing can't keep himself from laughing the other guys voice.
The thing is totally staged. Those guys have a few shows uphere in Belgium, always with the same cast. |
