13,14,15,16,17 - 5 ages that are illegal in this biz
18,19 - 2 ages that are legal

5 is greater than 2

You could have an argument for the end of the use of "girl," though. A girl, by definition, is a female who isn't yet a woman, meaning she's under 18, according to how the U.S. defines a woman. So, technically, a girl is not old enough. A teen can be, however, and often is. :-)
