HIV and herpes exist at a certain rate in a community depending upon a couple factors including ethnicity. Within that group there exists a rate of infection that has been determined. If you randomly selected a group of 100 people, X will become infected with AIDS over the next year. This new gel will be tested by seeing if the rate of infection is LOWER in the test group vs the control group.

I should have highlighted this for you.

Needless to say 40 women means nothing in statistical analysis, especially in HIV case, which is still a quite rare disease.... 40 women who are not infected with HIV now, won't get infected in a year from now, or most likely ever. 40,000 women would be probably enough, assuming the research is conducted as you claim.

They're not testing for effectiveness right now, but for side effects.
