i think its against the rules for us carriers to use sms billing for non-mobile services, not to mention the adult content issues

It's the most popular online payment method here in Czech Rep, most adult sites use it. You send a text message to a special number, get charged about $5 and receive password for 24 hour access. See http://www.prvnicasting.cz/ for example (czech only).
However it only works with czech mobile providers, so I guess this info is pretty much useless for you
