Go get yourself some "2-ton" epoxy.. or 2 hour epoxy.. (or 20 minute if that's all you can find, but the longer the drying time the better) mix a liberal amount onto a flat non-pourus surface that you don't mind trashing later. (For example a small piece of acrylic or small mirror or small glass.)

Once you've mixed it completely it might be a tad cloudy with little tiny air bubbles. So use heat to 'suck out' the micro bubbles. A small crack torch works best. A lighter might work but doesn't burn as clean as a mini-torch, and would not be as accurate. You want to VERY QUICKLY whip the torch over the surface to heat up the air bubble so they expand, as they expand they will rise to the surface and pop. After a few minutes you'll have a very super clear epoxy surface, now very carefully use a small toothpick or Popsicle you want to scoop up a little bit of that epoxy and spread it over the surface of your cell phone screen. The consistency will be like karo syrup. It might take you a couple of scoops to get the screen completely covered.

Now use whatever you need to and level your phone so you can leave it and walk away from it for a good 24 hours. Use a towel, or maybe some clay (if you have any)

The reason you use a 2 hour epoxy is to ensure that the air bubbles (if any still remain) will rise to the surface and pop. And that it won't remain lumpy and will smooth itself out as it cures.

Now here's the part you really need to read... I have NO IDEA if this will work, but I know thats how we make super shiny hard strong wet looking surfaces in FX. You can use it to make eyeballs wet and glossy looking. I have no idea how it will react to a cell screen, but in theory it should work. Just don't hold me responsible for your shit when it breaks.
