sponsor links are almost never good for seo purposes
but kind of necessary unless you go with a higher end scripted solution to mask them so yea i would suggest keeping the # low buddy

If they're reciprocal to share some PR goodness, then keep them low as possible.
If you want to just send traffic, i.e. a traffic exchange, get the WP plugin that adds the rel="nofollow" attribute. Much safer but make sure webmasters you trade with know whether your giving them a 'dofollow' or nofollow link
