flash banners

I used to not being fond of them but i did some tests and flash banners seem to get more clicks then static ones - just a couple of tests though.
Anyway, i can design a bit but never made anything flash. Is the learning curve high and what is the most user friendly software to make them? Right now im looking at what seems to be the 2 most popular, adobe flash and flash MX... im leaning towards flash mx because i design in fireworks mx, so the menus etc make probably more sense to me than adobe.

Adobe bought Macromedia, so Flash is being slowly digested into the whole Adobe world. The versions you mentioned are just that - different release versions of the same software.

The choices you need to make are:
1)Do you want to learn to author flash banners yourself or outsource to a designer on an as-needed basis?
2)If you want to do it yourself, do you want to actually learn flash or do you want to buy a tool that doesn't require you to learn or buy the whole thing.
