Final Cut Pro, Avid, and Adobe Premiere Pro CS3 and older do NOT export out to WMV, you'll need to purchase the Flip4Mac software to get anything done in that respect.
If you're doing HD WMVs you'll want the Flip4Mac Studio HD software plugin. It works with Quicktime and enables working with WMVs. Without that it's not gonna happen unfortunately. If you have a Intel chip based Mac you can get Adobe software now, otherwise you're stuck with Final Cut Pro/Final Cut Express/iMovie

adobe also makes Premiere for the mac, too. But Final Cut Pro is the way to go.
