Saw this in my local paper and it just blows my mind

" A Winter Park teenager faces serious charges after firing shots from inside a car carrying four children ranging in age from 8 months to 5 years old, authorities said.

Octavio Ontario Betancur, 17, is accused of aggravated assault and child abuse. He was taken to the Seminole County Juvenile Detention Center in Lake Mary after being caught late Wednesday on Interstate 4 in Seminole County.

Before that, officers took Betancur to the Seminole County Jail for a mug shot and fingerprinting. Jail officers found marijuana on him, so he faces additional charges of smuggling contraband into a county detention facility and possession of marijuana.

The incident arose from a heated argument involving Betancur and two brothers at an apartment complex on Meyer Court in Deltona, reports show.
Witnesses told Volusia County deputies that Octavio Betancur pulled a handgun from his pocket and pointed it at the two men. He was sitting in a Dodge Durango being driven by his sister, 22-year-old Victoria Betancur of Orlando.

He fired two shots into the air and then fired a third shot as the vehicle was driving away, deputies said. No one was injured.

A handgun thought to be the one that the teen fired was found inside the Dodge, Lake Mary police said.

Officials from the state Department of Children and Families were called to the scene, but they did not take custody of the children, sheriff's reports show.

Octavio Betancur's sister was arrested and taken to the Seminole County Jail because her drivers license had been suspended 15 times, Lake Mary police said."

It's doesn't say who the parents of kids are so perhaps they were just baby sitting.

What I'd like to know is how you can have your drivers license suspended 15 times by the age of 22. In 35 years of driving about a million miles I've been pulled over less than ten times

People like that should be shipped to Russian gulags for five year stints. I'm sure we could get Vladimir Putin to agree to something, like we'll take their prisoners that get rewarded for 'good behavior' into our prison system.
