You're either entirely misunderstanding what's considered GPL, or entirely misunderstanding that entry.

It looks like they're claiming the PHP and even HTML/CSS in themes are GPL to me, even in commercial themes. How else do you interpret it?

That is one organization's biased opinion. It hasn't been tested in court and bears no weight at all.

This means that, except for ethics, there's no stopping you from buying a a wp "premium" theme or plugin, and then resell or give it away.

No way that will work in court, if done correctly the only code that a theme would contain is wp_xyz() function call... which is really just a label...

A few of the bigger theme sellers have embraced this. Think of the payment for the premium theme as support.
