Question about .css

So I'm no designer but I'm trying to fix some little details that a designer messed up before dissapearing.

Here's my question. If inside a container div there are two other divs that appear inline how the hell do you make one grow and shrink dynamically while the other stays the same size?

I have two sections of a website side by side. On the right is the advertising section and let's say it should be 300 pixels. What's the correct way to specify the width for the content section so that it can grow and shrink relative to the user's screen size?

you can set a percentage based width for the outer div and the advertising section can be 300 pixels and "float" on a side of the outer div
