Tax Burden of Top 1% Now Exceeds That of Bottom 95%

by Scott A. Hodge

Newly released data from the IRS clearly debunks the conventional Beltway rhetoric that the "rich" are not paying their fair share of taxes.

Indeed, the IRS data shows that in 2007?the most recent data available?the top 1 percent of taxpayers paid 40.4 percent of the total income taxes collected by the federal government. This is the highest percentage in modern history. By contrast, the top 1 percent paid 24.8 percent of the income tax burden in 1987, the year following the 1986 tax reform act.

Remarkably, the share of the tax burden borne by the top 1 percent now exceeds the share paid by the bottom 95 percent of taxpayers combined. In 2007, the bottom 95 percent paid 39.4 percent of the income tax burden. This is down from the 58 percent of the total income tax burden they paid twenty years ago.

To put this in perspective, the top 1 percent is comprised of just 1.4 million taxpayers and they pay a larger share of the income tax burden now than the bottom 134 million taxpayers combined.

Some in Washington say the tax system is still not progressive enough. However, the recent IRS data bolsters the findings of an OECD study released last year showing that the U.S.?not France or Sweden?has the most progressive income tax system among OECD nations. We rely more heavily on the top 10 percent of taxpayers than does any nation and our poor people have the lowest tax burden of those in any nation.

We are definitely overdue for some honesty in the debate over the progressivity of the nation's tax burden before lawmakers enact any new taxes to pay for expanded health care.

The Obama administration put the cash for clunkers program in place. After a few days they had to shut it down because it already became unmanageable. Imagine what will happen with the health care reform...

actually, "fair" is always a relative term -- the rich gain from more stability.

Also, for "fair tax" folks -- since it includes increases on capital gains, and elimination of a lot of tax breaks taxes on the super wealthy would actually go up.

Lastly, the tax burden on the super wealthy is the lowest and has been trending downward. That's why you are siting relative figures, as opposed to actual burden.

the top 1% are not the "super wealthy" and regardless of the relativity of "fair" 1% paying for 95% is not just unfair, its wrong.
it allows the 95% to be fiscally irresponsible until the country is run into the ground

I love the OHHH X Billionaire donated 100millino this year, OF FUCKING COURSE he did.. he did not have to pay taxes on it, and then got 100million in other tax breaks.

Since tax rates are mostly the same through 2007, doesn't the chart actually show that the top 1% have just gotten wealthier? We had a Republican President, and from 1995 to 2007 mostly, a Republican controlled congress.

What happened? Did the party just fuck it up for you guys and not fix the tax problem after all that time?

The top 1% aren't all super wealthy, but --- as you go up to the top 1% a lot less as a percentage of income is paid in federal tax. period. Capital Gains tax structure at 15% or less has its privilges.

Bush cut taxes significantly while waging huge military campaigns and upping a huge gift to pharma w/ the medicare debacle.

The bailout and stimulus did more to protect the wealthy than the poor -- considering the absolute amount of money the top 1% had tied up in markets.

"Fairness" is ridiculous, and it sounds like you are whinging.

Life hasn't been fair since it was just Adam and God.

There's nothing stopping you from living the U.S. to live in a more tax friendly location -- or running your business as such considering all the checks and domains from V.I. and various islands.

That's the benefit wealth gives you -- the ability to minimize your taxes based on corporate structure and location.

I had read a while back that the top 5% pay about 80% of the taxes in this country. To me there was never an illusion that the rich didn't pay more than their fair share. I always assumed they did. That is why when Obama started talking about sharing the wealth it wasn't a shock to me. We have been sharing the wealth via taxes forever, he was just the first person to actually talk about it (albeit he also had other plans so it wasn't just talk, but this idea certainly wasn't new)

This is simply the republican party doing what they think they need to do in order to become relevant in this country again. There is a faction of the republican party that feels like they have to go back to pandering the far right base and that is what this is all about. This is why some republicans won't denounce these "birthers" because it gives them fire and it helps the to stoke the culture war. They are hoping to use this to get the base fired up and help them win some elections in 2010. Nothing new about this tactic.

When the income tax when started, was only 1% for the avg person and 7% for the super rich. The American people were promised it would never go above 10%.
