A 53 year old that had been arrested for stalking
...Miley Cyrus was released because of jail overcrowding. It is my understanding that in California mass releases...in the thousands...from prison are supposed to begin at some point. That may offer some relief but it is my understanding that the recitivism rate is over 70%.
