I'll admit that I don't surf a lot of porn sites. So, this might already exist and people are doing it. Are there any tube sites that are based on submissions like tgps? Where the submitter hosts the movie and page? If so, what scripts are available to run a site like this?

What scripts out there take submissions? Are there many submitters? I can only imagine that this is the way tube sites are going to go. I mean to make ones that grow with actual quality traffic. Need some people who buy content and post... just like tgs. Unless it is filled up with sponsor movies or illegal ones. Who wants to see the same shit over and over again?
