Because of dumb laws that protects people who act in bad faith. My only experience with owning real estate properties in France came to an abrupt end when the family that was living in my 1 bedroom stopped paying rent and was justified by the French government for not doing so. Took me 3 years to get my property back which was in such bad shape that I had to get rid of it at half what I paid for it.
