If I want to make a video of an extremely popular program on TV such as the oscars and post it on You Tube can I do so without getting deleted? I was thinking of talking to the camera and having my TV in the background, any experience with this?

Do you not understand the meaning of the word COPYRIGHT? If the owners of the copyright of these programs wanted them on youtube they would put them on there themselves don't you think?

I dont think they remove videos until someone reports them. Do a search on YouTube for any TV show or movie and you get 100's of hits. They say you're not allowed too, but I see some on there that are a clear violation of TOS. I guess if they get a bug up their ass then they take it down.
