Last I looked, Michigan and Rhode Island were the only two states that were losing population. No surprise. Both are big government, big tax, big union states.

DC I can see with the large military rotations but Oregon surprises me.

It surprises me too. It certainly would not be for jobs...as unemployment is very high. May be retired people (for the scenery and/or lack of sales tax) or maybe liberals as Oregon is known as a very liberal state.
