$400 with contract could be legit, but the buy 3 get one free seems strange. The iphone pretty much sells itself right now and does not need to be bundled like that.
If it is buy three with contracts and get one extra, maybe, but far fetched considering most of Europe has a waitlist to get them. Don't see them giving it away them. Those deals are expected to start to show around Christmas.

It's not a scam. The Apple stores here in Montreal sell unlocked iphones without a contract here. If you buy them from Rogers or Telus they're locked, but not from Apple.
