SKNANB form says "certified copy of passport"

if we are sending scans, how can we certify a scanned image?
Who should "certify" it? what does "certify" mean in this context? you make a photocopy and make 'someone' to sign on it? who is that someone?

Worst for utility bill, who should 'certify' it? the utility company? most utility companies don't have offices in most cities, handle everything by phone and sending you invoices through mail, some even don't send invoices, just give pdf files to download, would those digitally signed pdfs work?
