I saw Camden, NJ on the list. A long time ago I worked for Waste Managment as a truck mechanic in New Jersey. For about a week I had to go fill in for a guy in the Camden garage. It had a razor wire fence around it and two armed guards carrying mini-uzi submachine guns.

Depends on the city. I grew up in a small rural town of about 2,000 (many of the towns on that list are pretty small). It was 100% controlled by Republicans. It was also about 95% white. I didn't actually speak to a black person until I was 16 because there were none. In the time I lived there from the age of 5 to the age of 18 there was one black family that lived in town for a little under a year. There were some Hispanics, but most of them were illegals so they kept a low profile except during 4th of July when they would get rowdy at the Mexican rodeo.

Do you know what this very white, very Republican town also had plenty of? Crime. No, there weren't drive by shootings or car jackings but their were plenty of burglaries, drug crimes, a ton of sex crimes, drunk driving, and, of course, general fighting and craziness at any one of the 7 bars in town.

I know it doesn't fit your agenda, but crime is very much a bipartisan issue.
