Why are we spending all this money with so much wrong that really effects our daily lives? Like repairing the roads.

Because most of us are multi-dimensional human beings who think about more than one thing and have more than one need.

Also, the need for the rich to make the rest of us think there's another viable planet for life helps negate the damage they're doing to earth by giving us false hope of a new home when they destroy this one.
