It does not take a genius to figure out that he was intentionally hotlinking his image and then checking his server logs with the sole purpose of getting IP addresses.

There is RARELY a justifiable reason for vigilante justice. There are proper channels in place in which users can voice their concerns. If the powers that be decide there is no justification to the complaint, you move on.
