Alway used Paypal and they came through once or twice when needed.

No, ebay won't do shit.

If you can start calling people on the phone and talking to them before shipping the goods. 90% of scammers won't do this. 9% of those who do are going to give you bad vibes. 1/100 will slip through.

Is the person still on eBay? You can send emails to any auction he's bidding on, plus emails to people who are bidding on items he's selling.
